Earthquakes can cause major damage to buildings, causing lateral movements when the building sways to the right and left, making it fall. Los Angeles is always at risk. LA County passed ordinances to make it mandatory for over 13,500 buildings to have ‘Soft Story Retrofits’. This
often affects buildings with tuck-under parking, where apartments overhang parking lot and are only supported by wood frames. There were catastrophic incidents of buildings collapsing during the Northridge Earthquake of 1993. The situation is now urgent to retrofit your building.
Soft-Story Legislation
There are disastrous consequences when a soft-story building falls. Lives are lost,
buildings are ruined and cars are crushed. With more than 14,000 at-risk buildings in Los
Angeles, in 2015, the City of Los Angeles passed two ordinances for Mandatory Retrofits.
The goal of the mandatory retrofit program, under Ordinance 183893 and Ordinance
184081 is to reduce structural deficiencies by the most economical and feasible method.
Without proper strengthening, these vulnerable buildings may be subjected to structural
failure during and/or after an earthquake.

Due to the Soft-story ordinance that was passed on November 22,2015 all apartment buildings built before 1978 that have a Soft Story condition have to be retrofitted.
